storage of new foundation

Can I store unused foundation in the basement without worrying about wax moths? Or should I wrap it up in a plastic bag, and store it with PDB crystals?

Wax moths wont bother foundation. Nothing in it for them to feed on. Storage in your basement is fine, but remember to allow to warm up a bit before placing it in the frames. It will be a little more brittle because of the coolness of the basement.
